Can somoeone with severe diabetic neurapathy get help with his pain without narcotics pain meds?

Try a low-carb diet like one suggested by the late Dr Robert Atkins; it is known to be beneficial to those with diabetes. An excellent anti-inflammatory without adverse side-effects is the enzyme serrapeptase (generic name). Suggest try it at 25 mgs or 40,000 units. It is available on the Internet.

First you will need to get your blood sugar under control; a low glyycemic diet is helpful; see http://www.nutritiondata.com/t...mic-index.
B complex vitamins are useful in repairing nerve damage as is alpha lipoic acid. Note that alpha lipoic acid will also help lower your blood sugar (as wil cinammon & fengreek seeds) so it is VERY important that you check your blood sugar daily and let your MD know what supplements you are taking as he/she may have to lower your insulin.
